another scam through Autotrader and Ebay

eBrandon member "bandt" started a thread on July 4th about paying money for a truck through autotrader and Ebay that he never received and was ripped off alot of money.
Well, my husband and I are in the market for a used motorhome and came across one that was priced considerably lower than usual for that make/model. I emailed the seller and assumed the price was just mistyped on the ad and asked him for the actual price.(I know, if it sounds too good to be true then chances are it is). He responded saying, no, in fact that was the price and that he was moving and needed a quick sale. I asked if we could come and see it, he said he lives in Fort Nelson, BC. I said great because my brother in law lives there and would be happy to come and inspect it on our behalf. This is what he said in reply:
I sign a contract with them [eBay] and they will make the transaction for me. Time is really an issue and we have to move fast, so the low price is for a fast deal.
The motorhome is at the shipping company, waiting to be shipped to the first person who will make the payment to eBay. The motorhome can't be viewed prior shipping. The shipping is free, so you don't need to pay for it. After you make the payment to eBay they will start the shipping immediately and you will receive the motorhome in maximum 5 business days. From the day you receive it, you will have 30 days to inspect it and decide if you wish to keep it or not. In case the motorhome it's not 100% as described, eBay will refund you the entire amount in 24 hours.
What a scam! And, I told him as much! If it wasn't for a heads up from bandt on the thread he posted, i may have considered it(very cautiously)because I trust eBay for the most part. So, please everyone, buyer beware!
Is there anything that can be done about these kinds of scams? Who can I report this seller to? And, will anything actually be done to stop people like this from taking advantage of trusting, and unsuspecting people?
This really irks me! Argh!
