Paint chips on new car. Advice needed

Firstly I'm new to eBrandon so hello everyone!
I bought a brand new (2009) car this past summer. I wont mention the model or dealer right now as I'm not sure what the outcome of this is going to be.
When I bought the car there was a dent and a chip in the hood which the dealer showed me and told me they would have it fixed before I took delivery. They resprayed then entire hood, apparently.
Anyway, The car looked great and you couldn't tell it had been resprayed or anything. I was happy. I took delivery of the car on the Friday and on the Saturday I noticed a HUGE chip in the hood, so big that it had gone all the way down to the metal. I then noticed another chip on one of the back doors that was also down to the metal. I went back the the dealer and told them I wasn't happy and I was told that it would be unreasonable of me to expect them to repair my paint work every time I got a stone chip. They gave me a touch up pen.... for free. I figured this was mighty nice of them I mean I only spent a mere $20,000+ on the car.
So I used the touch up pen and the chip was so deep that if anything it just made it more noticeable. I sucked it up and figured it was just tough luck, such is life and all that!
Well today I went out to wash the car and when drying it I noticed another 2 dime sized chips in the hood again so deep that they are down to the metal. Now I have owned a few cars in my driving lifetime and never have I owned one that has chipped so much that it goes right down to the metal.
The car is only 6 moths old. I don't drive down gravel roads. Obviously I have had a stone or 2 hit the car as this is how I have the chips but I have never heard or noticed such a big impact that you would expect to hear when seeing the damage that has been caused.
The question I have is this.
Firstly I'm worried that because the chips are all the way down to the metal there is a risk of rust setting in.
Could this be a bad paint job given that the paint is chipping so easily?
Do I have the right to go back to the dealer and ask them to respray the hood or even the entire car?
Do they have the right to refuse?
Is this totally normal and am I just out of my mind?
any help would be greatly appreciated.
