Dogs in cars - dangerous?

OK, we recently had a thread about texting and talking on cell-phones while driving. Some good points were raised about other activities that can, and do, distract drivers.
Today, I saw something that got me thinking.
So here is my question: Why do people drive with a small dog in their lap that is jumping up at the window?
That has got to be more distracting than talking on a cell-phone.
I have two big dogs and find them very annoying if I have to take them anywhere - and they know better than to get in my way - but they jump all over inside the van and it does get distracting.
What do you eBrandoners think??
