Safetied Emergency Vehicles

Do modified emergency vehicles require a manitoba safety after modification are done the the vehicle?
Of course common sense should exclude the openning of the rear doors & windows from the inside of a police cruiser.
But how about the daytime running lights?
None of our bps cars have them on?
Just curious.
