License Plate Sticker Expiry Dates??

Maybe I'm a bit slow to pick up on this, but today I noticed some Manitoba license plate stickers that had expiry dates of 2014 & 2015. Isn't the usual sticker good for 1 year? Is this something new?
All these 'new' stickers were on pick up trucks by the way. Anybody know about this change?
