Proposal: Make tampering with auto airbags or anti-theft system an offense

Just sent out by the Province (link below), an update to the Highway Traffic Act is being considered that would make it an offense to tamper with the airbags or anti-theft system (ie immobilizers) in a vehicle.
I couldn't imagine someone wanting to tamper with airbags, but apparently some are removing them to sell them.
The full link is below... after reading, is this in your opinion a worthwhile idea to protect the public or one in which the government is being overly protective?
