Speeding Fine Disparity - How much is a deterrent?

So... I would not consider myself a reckless driver but I have received two speeding tickets in the last six months.
The first in North Dakota for doing 68mph in a 55mph zone (109km in an 88km zone) cost me $13 (yes 'thirteen') which quite frankly is ridiculous and no deterrent at all.
However, the second in a deserted stretch of highway 83 North of Russell in good old Manitoba saw me doing 120km in a 100km limit cost me $304 (yes three hundred and four!!!) which to me also seemed ridiculous and nothing more than a money grab.
I am interested as to what people think would have been a reasonable fine for 20k over the limit on an empty piece of highway!
Incidentally the actual fine for speeding was $154 (now that would have been IMO a reasonable deterrent), the other $150 is for costs and surchages!!
