I recently moved back to Brandon and need to get my car registered here, I had my safety inspection done today and was wondering what the cost is to get the car registered? The cost to get license transferred as well?

On the make, model, year, etc. Call MPI to find out.

There is no transfer fee  
 
If the vehicle was not registered by you in Manitoba you will have to pay tax on the value of vehicle.  
 
Then you pay licence and registration. That is whatever MPI deems they need. You can licence it for a short term or annual rate. If going annually you can pay monthly by auto payments

Do you have to pay PST on a vehicle you already own but need to insure in MB because you've moved here from another province?? It doesn't sound like the OP purchased a vehicle, just that they're moving to MB.

Actually if you own the vehicle outside the province for 6 months or more before you move to Manitoba then you don't pay PST and if you owned the vehicle in Manitoba and then move away and come back with that same vehicle then you don't need a safety or have to pay taxes. As for cost for insurance the easiest way to get an estimate without going to an Autopac agent is to use the insurance rate calculator on the MPI website. Just thought I would share.

lived here then moved to Alberta for almost 3 years then moved back to Brandon. I returned with the same car I owned when I moved. Do I need a safety for that car?

As long as the vehicle was originally registered in Manitoba and has not changed owners/registered owners you to not need a new safety.

Called an auto pac agent and they said I certainly do need a safety to register my car, confusing!

I concur! No taxes and no safety required

There are quite a few agents that are unsure. If the vehicle was purchased and registered outside the province it will need a valid coi. If the vehicle was registered in mb then taken out of province and then brought back in it does not need safety.

That's exactly what myself and the other agent said. I assume you meant the one that someone talked to on the phone.

Found out in general discussions with multiple agents, at every agency. Yes even people you work with, or maybe even yourself, are wrong sometimes.  
 
The op is better off actually going and speaking face to face with a person, whether its at MPI or an agency. There is so much more that can be misinterpretted over the phone or through ebrandon. They can even do a more precise quote than what you would get online.

I think I'm going to phone the head office to find out for sure because i'm getting conflicting answers.

If you had that vehicle registered in Manitoba before, the tax should not be an issue. You should also not be required to have a safety done on it because you had it registered in your name in this province before. That is why mpi agents are telling you you should be okay. Just go to an autopac agent and this should all play out as you register it. They may just have to find a previous record of you're previous registration which should not be an issue.

for not getting the safety done as I had it done yesterday. I will be registering the car today and will report back if I actually needed it. You would think that the garage that did the safety would know if I needed it or not, I have been going there for years and they know I had the car before moving.

I just registered a vehicle same situation as you. You do not need a new safety my friend. The most we as an agent have to do is call in for an override stating it was previously owned and registered in Manitoba.

COI Exemptions  
 
According to The Drivers and Vehicles Act, customers are required to provide a COI when registering a vehicle in Manitoba. However, when registering a light vehicle, specific situations will occur in which IWS will prompt that a new COI is required, but further inquiries will confirm the transaction to be COI exempt.  
 
If you encounter this type of situation, or are unsure whether a new COI is actually required, call the Contact Centre – Broker Enquiry Unit for assistance.  
 
Exemptions from the COI requirements i:nclude specific situations associated with transfers of ownership, vehicle acquisitions and statuses, registration classes and insurance uses. They are:  
 
A light vehicle registered in Manitoba, or was last registered in Manitoba, with no change in the registered owner  
For example, a customer has a light vehicle registered in Manitoba, moves out of province and registers the vehicle in the new jurisdiction, then moves back to Manitoba at a later date. There has been no change in the vehicle status. The vehicle is exempt from a vehicle inspection, as it was last registered in Manitoba by the returning customer.

Not need the safety as stated by some on here, $57 thrown away!
