I agree with the last post. A quick scan will help pinpoint what system is at fault. In temperatures in and around the -5 to +2-3 degrees, when ambient humidity is high there can sometimes be a buildup of moisture/condensation at the throttle body. This can sometimes make the throttle plate stick momentarily from frost/ice and cause the vehicle to immediately go into "limp mode" when equipped with an electric throttle (not cable actuated). The computer does this as a fail safe. The throttle is likely just iced up a bit. Just a guess anyway. If you shut off the car, wait a while and try again and the problem is no longer prevalent, this is likely all it is. Either way, please see a qualified tech to have the car examined. Imagine this happening at a busy intersection, railway crossing or miles out of town...
