Is this a new thing?  
Do salons/hair dressers submit environmental fees to the government?  
First time visiting this salon and an environmental fee charge of $2.00 was added to the charge for cut and style, and then GST and PST added to that as well.  
Surprised me!

Did you ask at the salon? Seems they would probably know.

Ask the place that is charging the fee what it is for?? That's crazyness why would someone do that ha.  
 
I can't tell if the OP is a Jen or a Ken so not sure if it has something to do with chemicals used in maybe coloring hair or whatnot. First I heard of it as well.

dispose of hair and the use of hair products etc..

This is just a money grab....my place to get my hair cut does not charge this and if they did it would be the last time I went There..lol

It was a $40 hair cut, no processing, no color, no perm, nothing other than shampoo and conditioner and blow dry. I didn't even have product put in afterward.

The link explains why the tax would be charged for $50 and over, so the $40 cut (plus $2 environmental fee) should have been exempt.  
I can see making a case for environmental charge if dyes or bleaches or perm solutions used, but this was a wash and condition and blow dry, not even any product like hair spray or gels used.  
More understandable to see why charged for aluminum cans or juice cartons that are disposed of in recycling or landfills.

The other day I bought a 4-litre container of summer windshield washer fluid and there was a 40 cent fee added on, plus tax. No clue what that was for.

Your windshield fluid was in a plastic jug, so likely an environment fee. Anything businesses can or must add they will. Whether or not some fees are charged and sent in to the gov''t by some businesses could be questionable. This is just my opinion, I could easily be wrong.
