The link explains why the tax would be charged for $50 and over, so the $40 cut (plus $2 environmental fee) should have been exempt.
I can see making a case for environmental charge if dyes or bleaches or perm solutions used, but this was a wash and condition and blow dry, not even any product like hair spray or gels used.
More understandable to see why charged for aluminum cans or juice cartons that are disposed of in recycling or landfills.
