You can rent cars for a month at a time from just a car rental company. My parents do it all the time when they holiday. Buy your insurance from MPI instead of their insurance, it's way cheaper that way.
Now, the caveat is that you generally have to be 21 to rent a car, and under 25 often has a surcharge. There's reasons for that however, whether we agree with those reasons or not (I know young adults that you could trust with a rental - and very much adults I would not!). They would also need a valid credit card.
I'm assuming you're asking because the university student in question doesn't meet this criteria? In that case, I would guess it would be hard for the student to rent a car as it's pretty much industry standard. Like the poster above me pointed out, there's a great deal of risk for someone just renting out their private vehicle for a month or two.
In that case, I would suggest that it might be a good idea for them to spend a bit and buy a beater that they can drive for a month or two, and then turn around and sell it for roughly the same price they paid for it. The money they would lose to the RST would likely be less than they would pay for a rental anyway.
