What’s your suggestions for a neighbour that lets their dog bark non stop?

Bylaw. They will visit the residence and issue a warning or a ticket.  
 
Yes dogs will bark but a dog should not be left to bark continuously.

They sit 2 feet from it while it’s barking and don’t do anything about it!

Do you feel comfortable enough to talk to your neighbor about it? If you go straight to authorities they may always wonder why a neighbor did not simply bring it up with them.

It is not very often that talking to a neighbor does any good. All it does is antagonize them-no matter how nicely you approach the matter-and then that neighbor has it in for you. As well, they then know who is to blame for the visit they get from animal control when the dog continues to bark. Going directly to animal control is the most peaceful way to resolve the issue.

The people are right there when the dogs are barking, take that time to talk to them. Say you are not the only one who is concerned about it and ask them nicely if there is anything they can do about it. Most dog owners would prefer to talk to you than animal control, and good dog owners should be concerned about the barking themselves. as for thinking they will not know it was you who went straight to animal control good luck that's usually not that hard to figure out. If they were actually making an effort to quiet the dogs then yes by all means talk to them and they will likely apologize.  
 
If they are sitting right there and do nothing they clearly don’t give a hoot and likely will tell you were to go and how to get there. Go to bylaw and once they have to pay a fine they might think twice

Because that will not cause any trouble with your neighbor? Why is it that in Brandon there are so many people unwilling to talk to their neighbors if they have an issue and go straight to the authorities to solve their issues? when has the authorities ever helped solve a dispute?

That is what AC does-deals with problem people and their out of control pets.  
 
AC pays the owner a visit and sure, those owners will be unhappy. They might make guesses as to who called in a complaint but they do not know for sure. Having dealt with an extremely vindictive neighbor once long ago I would never recommend doing that, nor would I do it again myself. It just is not worth the petty "let me get even with you" nature of some people to speak to them directly.

People don’t want to talk to their neighbours directly because you never know if it will just cause more issues.  
 
We had neighbour issues when we lived in Brandon many years ago. People are selfish and entitled so now we live in the country with no issues!

No body talks to their neighbors at all in Brandon, maybe if they did they would not have the issues! I live in a town outside of Brandon and my neighbors know they can come and talk to me and I them. Hell even their children come over and talk to me. I have dogs and they will bark at someone who walks near my fence and Ive had neighbors come and ask if they would bite, and I inform them that even though I don't believe my dogs would bite it is never a good Idea to put your hand or arm over any fence where a dog calls home. But we talk and bring any concerns to light to get an understanding before feelings are hurt! being someones neighbor is like being married you can't have a good relationship without communication.

I got a couple dogs. One barks at everything. Even his shadow. I always go out and tell him “hey come inside enough of that”. It’s bad when the neighbours dogs are out then all of our dogs get a going at each other. I bet the surrounding neighbours think it’s madness. All in all we keep them quiet the best we can. Sorry to any neighbours that complain.

Pretty simple...the bigger the town or city, the less communication, that's just a fact. You may shoot the breeze over the fence with your neighbours in your small town and that's your choice but don't continue trying to make others feel there is something wrong with them for choosing not to.  
 
Now, I know most of my direct neighbours and would have no issue discussing a problem with them if something ever came up. On the other hand, two separate neighbours of mine have had numerous run-ins with the police. Why would I go knock on the doors of my hillbilly neighbours to complain about their barking dog when I know they are shady? Yeah, I wouldn't.  
 
Enjoy life in Mayberry but not everyone here wants to know their neighbours and that is their choice.

Just call the Authorities ! The city of Brandon has ByLaws dealing with Noise, such as Barking Dogs. We had one owner who let the dog run on our yard all of the time. Our front lawn looked as it had a case of measles. Barking, the owner would just send the dog out at 11:30 p.m. at 5:45 a.m., wow what a way to end, or start the day. To Lazy to go out with their dog, just send it out. What, we don't have any rights to Peace and Quiet ?

If you don't want to confront them, either call animal control or drop a pamphlet for a bark control device in their mailbox.
