So our condo parking lot is very icy in spots, as is the north side of the building where there is more 'free' parking. I commented to the building people & they said there's a sand bucket outside and a shovel: i can do it myself. Would this not be the responsibility of the property, not the tenant? Anyone know?

Ultimately I think that the property owner is responsible. However individuals are responsible for their own safety as well .  
There was a test case in Canada but I can’t remember where. On city property a lady slipped , was hurt and she sued the city as the sidewalk was not properly cleared. She won.

The condo you Are one of the property owners so I’d recommend taking it up with the condo association you pay your condo fees to?

I would think this sort of thing should be i:ncluded in your condo fees and be done by whoever is responsible for the care and maintenance of the property. Having said that I would go ahead and do it myself if I see areas of concern as I’m thinking the maintenance person can’t be there 24/7 to see these areas as they develop. The few minutes it would take could save yourself, a neighbor or a visitor a lot of pain and inconvenience if someone were to slip.
