Updates to eBrandon weather section

For anyone that's interested, I've rolled out a few updates to the eBrandon weather section this afternoon.
These updates include:
- tracking of extremes for the current month and year. On the weather page you can now see the highest temperature, lowest temperature, average temperature, and the biggest high temperature increases and decreases from day-to-day
- tracking of the amount of days with mentionable events for both the current month and year (precipitation days and storm days)
- a day-by-day archive of the highest and lowest temperatures recorded for every day this year. If you click on a given day, you can also see hour-by-hour temperatures and conditions for that day.
- something a bit different that some may be interested to follow. Many like to chat about just how accurate the weatherman is (or isn't) with forecasting. Each day, we'll look at the previous day and compare what the predicted high temperature was for that day to what it actually turned out to be. There's also a full prediction history, so you can review how close the forecast was for any day this year.
The weather section of course still includes all of the features that many have come to rely on, including:
- current hourly conditions
- forecasts updated hourly
- weather photos submitted by eBrandon users
- weather discussion
- live radar shots
- links to current road conditions
