pictures in classifieds

I always wonder why people do ads in classifieds and then say that they can email pictures at request. If you already have a digital copy of your item, why not just add it?
I know I very often skim past the items without a picture, but I'm sure I'd want to buy some of that stuff if I only knew what it looked like.
