Smoke free Cabs

What a joke, after the game Friday night we left from the Canad entrance was going to get a cab but the 2 that were outside both drivers were having a smoke in their cab while waiting for a fare .Are there any bylaws on this matter because i dont really feel taking a ride in a ashtray when i thought there was a smoke free bylaw for taxis .
