What is good to use for a lawn care before winter? What is the ratio number for fertilizer? Do you find a difference to use fertilizer?

Yes. Mow the leaves as needed while they are falling etc. Being chopped up very fine they will break down into organic matter and act as fertilizer as well although in a very small percent. Somewhat ties in with the message I replied to you in. Dethatching and aerating is beneficial for sure. Keep in mind on highly maintained sports fields that see tons of traffic, aeration is generally done in the spring and fall and dethatching generally the same. Sometimes a mid summer round as well.  
Your normal home lawn isn't maintained at near this high level and sees not even close to the amount of traffic. Yes thatch builds up and aeration and detaching benefits indeed. But on a home lawn you cold generally do it every other year and your lawn will be just fine. Just depends how highly maintained you want your lawn to be.

I have no trees in my yard and around my neighbors. I pick up only 3 large garbage of leaves in november coming from further neighbor by the wind which get in corners of my yard.  
I own a reel mower only.

So you are given free fertilizer and you bag it to throw into the landfill.  
 
Reel mower trimming is great. Or you could leave the four inch blades of grass on the stem.

I fertilize in the spring and the early fall. I found fall fertilizing eliminates winter kill too. I just get lawn mix from Shur-Gro.

If you want to fertilize it's good to know what the numbers on the fertilizer bag stand for. The first number is the percentage of nitrogen in the fertilizer, the second, phosphorous, the third, potassium.  
A good rule of thumb is the think "up, down, all around." You want more nitrogen in the Spring for green grass (Up- above ground), more phosphorous in the Fall for the roots over winter (down), with a spattering of phosphorous for both (all round).  
 
I've read Brandon has an abundance of phosphorous in its soil, so nor much of the third number is needed.

I couldn't find any bags with low nitrogen in canadain tire, home depot, homehardware. Alls bags have high nitrogen with very low of the others 2 numbers.

Try going to an ag store. Redferns, cps, a seed places. Something like that. They generally would have larger bags and better prices as well.

I mow my lawn with leaves and grass clipping on which chops them up to rot faster then spread corn gluten on which is a slow release fertilizer plus prevents weed from sprouting before 24hour before rain then do it again in spring

I do not have a regular lawn mover just a reel mover which doesn't really chop leaves and I do not have much leaves in my yard because I do not have trees so my neighbor either.
