I''d say late December, early January. But obviously it depend on the wheather.

also put in the late December, early January as well. Weather will play a big factor. We're suppose to get colder weather at the end of the week which will help, but it also takes time to flood such a large area like the oval.  
 
And just because the Waterfall of Lights display is going doesn't mean the oval is open. Wait till the city gives the OK that it's safe to skate on. Also respect the 'Oval Closed' signage.  
 
Yes they use a water truck and no they just can't put a pump near the river and run hose from it to the oval. Had this big argument last year on here about the oval.
