I would try Innovative Medical Supplies in the basement of the Brandon Medical Centre (across the hospital).

I rented the machine from the rehab store that is on Victoria Ave in the strip mall next to the dollar store.

I bought a cooling cuff from the medical device store on the lower level of the Brandon Clinic building.  
Cost of the rental was just under half the cost of purchasing new.  
I had planned to only rent but was unable to return it to Brandon on time (due to not wanting to travel during a period of extremely cold weather). The overdue charge for being one week late was almost as much as paying the other half to purchase it.  
I was glad to have the cuff longer, as I continued to use it even after the physio period if I exercised too vigorously. Two friends have borrowed it also.
