I very much doubt there are many people who do not have access to a phone -yes, a number have land line only, but it is abohone. You do not need a cell phone to get your vaccine.  
 
At least 2 of the families I know have land line only-no cells- and they had no trouble phoning and booking appointments.

If that is a stated goal, then the vaccine program is currently an an abysmal failure.  
 
A red dot is the same as a pop up clinic that only comes around once every couple of weeks for 8 hours and is booked up soon after it is announced. Some people are able to get vaccinated that way, but if you can't get an appointment for weeks or the clinic doesn't have any supply, that's inaccessible.  
 
People who live in an area with a bunch of green dots and a supersite, cell service and public transportation may find it easy enough. All of the solutions proposed here don't make vaccines more accessible, they just make it appear so.  
 
The only thing that does is to have more vaccines available, more clinics, more often in more rural areas. This is a pandemic, we are trying to stay close to home for good reason.  
 
I am sure when they run out of people to vaccinate within 10 miles of a supersite, they'll quickly begin 'expanding' in a way that actually makes vaccines accessible to people living in rural areas. Until then, the only option for most people remains to make a trip to a supersite.

It hasn’t been that easy to find a covid vaccine appointment and the different and changing levels of eligibility have been somewhat confusing and unhelpful. This has caused potential inequality for some.  
However it is what it is and we have to make the best of it, appointments are available but it takes effort and the ability /willingness to travel sometimes.  
There are some people using this as an excuse to avoid doing the correct thing and not get vaccinated the same way that they don’t want to follow or believe in covid restrictions .  
Getting through this pandemic successfully is going to take commitment and discipline from everyone.
