Smoking while Pregnant

l was up at the hospital this morning for a cat scan.As l was getting my coat on and waiting to get across the street at the front doors,there was a lady standing outside with a IV pole having a smoke.
She was talking to her friends about how excited she was to be having a baby.l heard her tell one of her friends that she was 4 cm dilated.(not sure if spelled correct).
Now l know it not heathy for your baby if you smoke while pregnant,but holy crap to be having a smoke outside while being in that condition is just plain wrong !! would n't the hospital staff had said something to her ??
Mind you l have no idea of how close you are to giving birth when you are giving birth ?
