Chronic sinus infections in children?

My 3 year old has been suffering chronic sinus infections for about a year and a half. I've taken her to our pediatrician and she is on Nasonex daily to try and prevent them. She is already resistent to amoxicillan and bioxin from treating these sinus infections. When we saw the doctor, he figured she has environmental allergies, and stated that I have to learn to "read her" so that I can increase the Nasonex at the first sign of a stuffy nose. I asked about a referral to an ENT (Ears, Nose, Throat doctor), but he didn't think it was warranted. He also compared the severity of her sinus infections to kids with asthma, as it really affects her breathing, and the poor girl chokes on the mucus that drips down her throat, and throws up mucus and phlem when its at its worst.
Other than these sinus infections, she is perfectly healthy and rarely gets ill. She didn't get pink eye or strep throat when it went through her daycare, and has only had a stomach flu once.
The more I think about it, the more I want her to see an ENT. I feel that in the end, she doesn't get any more "stuffy noses" than any other kid her age. The problem is that nothing ever comes out of her nose. She doesn't get regular runny noses like other kids, and I believe shes getting sinus infections because there is a problem with the size of her nasal passages/tubes so that the snot can't get out, instead building up and causing the infection.
Does anyone else have experience with this problem that could offer some advice? My girl has been on antibiotics twice since Christmas and she still isn't completley cleared up and I feel so bad for her
