Please, I would like to know if I need a permission from the city to put a fence in my backyard...? I know I need more than 1 meter to dig for posts...

The only reason you would need to talk to the city is to build over a 6’ tall fence.  
 
Make sure you get your locates for utility’s.

No you dont need permisson to build a new fence in your backyard. It has to be to 6ft and can be like that till front edge of your house. Then front yards meed to be to 4ft (they switched it to this a few years ago)

you do, as another poster said...you had better get your locates done first!

1. You don't need a permit unless it is over 6 feet tall in the back yard, but it is not required that it be 6 feet tall, it can be lower if you like. Also i was told by city planning that if you have a fence in the front it can only be as high as 4 feet starting from the front line of the property line. Once you get 20 feet from the front of the property line, the fence can be as high as 6 ft tall. So at 20 feet, you can transition to as high as 6 feet tall.  
2. Locates are free! Call MB hydro. They come and locate underground gas lines.  
3. Locates were not done on a back yard in Virden MB a few years ago. When drilling the holes, they hit the gas line, it exploded and the entire house burned down. Don't take chances! Just call them. Again it's free!
