Does this make sense? Re:schools

Since Fleming school is closing they need somewhere to store the archives. "They" have chosen a classroom in a school. This classroom is being used for a reading recovery program.
Losing an educational room to store archives is confusing because this school has been given an extra .25 literacy support to better students reading and writing. Yet this message tells us that storage is more important.
-The room chosen is the Reading Recovery/resource room. These are 2 main programs that are absolutely necessary for our students.
-Reading Recovery needs a quiet area to work one on one. There are no other rooms available in the school where there will be no distractions.
-Resource needs space for confidential materials and meetings to take place.
-We are already struggling with finding appropriate space for our high needs students.
-If the loss of a room was to better our students' education, another program was being added, then it might make more sense.
Why is it so many of the decisions made in the school division don't takes students needs into consideration FIRST? Why on earth would they take space from students and use it for storage??? Is there NO where else this stuff could be stored?
Anybody have any suggestions?
