What do landlords expect people to do with their pets?

My brother has been trying to find an apartment. He has a cat,which he would like to keep!
He is having such a tough time finding one as so many ads say "No pets!"
Why can't the landlords just charge a "Pet deposit"?
My brother loves his cat and to him it's just like having a child. It's his companion.
