Yes, but without the cost of having to di a basement and pour the concrete and finish a whole basement, you could build more sq. ft. on 1 level.
Eg. If you could afford a 1200 sq. ft. home with a finished basement, but the basement didn't get the use, why not just add some extra rooms or space, maybe a larger garage, etc. on to one level. Would it not be cheaper to add on some useful sq. ft. on to the one level rather than digging a whole basement?
We have friends that are building a house with no basement right now as well, and although I have no idea about cost factors, they said that they would not choose a basement over what they are able to build all on one level.
