I guess I have a different perspective on it all.
Where we are there's very much a "part of the family" culture around dogs and an understanding that owners take responsibility for their pets. Unwritten rule is as long as the place doesnt serve food, it's generally all good as far as bringing them in. Not just your Can Tire/Home Depot but the mall, Winners, clothing store, toy store, many others. Fun one is the airport at arrivals. Always of course on-leash. Then outside on trails, beaches, etc there are tons off leash... but a lot that don't allow dogs on beaches during peak months.
Generally understood that it’s on the owner to know their dog and if there's a dog thats not well-socialized the owner doesnt bring them out. Between our two pups, one is socialized and one isnt and so one pup comes on the odd trip and the other doesnt. Neither have earned off-leash trust and might never as cool as it would be. It was a bit of a shock at first, but it all just works and makes for a kind of fun dynamic when shopping to meet pups. Even though there will be isolated incidents no doubt, in my months of reading the news I think I've read more stories about people doing things to people than dogs doing things to people or other dogs.
Still Canada. Still people with a lot in common between provinces and dogs with a lot in common between provinces. Would be an interesting study in regional comparisons to see if what we’re seeing in this thread is the more vocal standing out, or if it’s just differently accepted social norms for whatever reason?
