what can change?

Ok so maybe something has to change.
Brandon Humane Society is over crowded and can not accept animals to be dropped off. And look at the litter of seven last fall who got left on the steps of the Humane Society.
Funds For Furry Friends are volunteer foster homes. So there is really no one place to go to.
The City Pound- not sure about how the policy is there, but I believe they work on a fee to leave your pet there.
BY NO MEANS AM I FAULTING ANY OF THESE WONDERFUL ORGANIZATIONS!
But- if people can not leave an animal somewhere you end up with people dumping them off near peoples farms, leaving them hungry and stranded. I am not saying these people are bright, but they ARE definately HEARTLESS!
I know it all comes down to money and a lack of. But can something be done to help the innocent animals who are not wanted?
I know, and so do lots of other people, get your pet fixed to prevent unwanted litters. But there are lots or morons out there who do not do that.
It is obvious that the 3 organizations liase with each other with the same goal, to find these pets loving permanent homes.
Once the animal is here, they are family-less pet. Someone out there will want them and take them home to be a part of the family.
I only hold the people who did this responsible for what happened to Charlie Ava, not the organizations here in town.
But how can this be prevented? I know we do not live in a perfect world and maybe this will always happen, and the only thing that differs from this, is that someone actually found this poor little puppy...
Can something be done to prevent this? This little dog got a second chance, not all other animals do- which is heartbreaking!
any ideas?
