Kitten won't sleep!

I just read a forum about a new puppy that won't sleep. The solution there is to kennel him...
So what do you do for a new kitten who won't sleep? My friend's new kitten hides in the basement and meows all through the night. How do you get it to stop?
She doesn't go to the basement at night and give him attention, encouraging the behaviour. And she actually caught him the other day and held him against her chest and he let her! And purred! But he still retreated back to the basement and cried through the night.
Any suggestions?
