Dog is marking territory...

my little guy..Jock a Scottish Terrier will soon be 9 months old. He's at an age where he's marking his territory....around the house!
I haven't read much that is helpful. I am trying to teach him that this behaviour is an 'outside' activity. This may work. In the meantime I have read where having him neutered would eliminate this. I'm undecided as yet about the surgery.
Any one with an idea or experience that would be helpful?
