Cat licencing

The other day I was at city hall. There was a lady paying her cat licence. I`m thinking huh? I`ve never heard of that before. Sounds like another cash grab to me. My cat is a indoor cat and won`t be wearing any tags soon...LOL. But really whats next I have to licence the hamster too?
