Dog doing weird things...maybe TMI

My little shih-tzu has always been such a super little dog. Always obedient, complacent and we've never had a problem with her doing weird things. She never gets into garbage or any trouble at all.
All of a sudden (she's 8) we keep seeing her with kitty litter all over her face. I don't have to tell you any more from here. I'm sure you can guess what we are thinking.
Why would a dog do this? Any insight here?
