I take my dogs every where with me. They are in the house all day while I work. They need time out of the house and love going for car rides. I take steps to make sure they are safe. If the temperature is under 20 degrees outside and I open windows 2" or more. I park the vehicle in the shade pointing away from the sun and there is always a source of water in the vehicle. I do this when I'm make short trips into the store. I would never leave my dogs for more than 15 mins max. Any warmer than this I do not take my dogs in the car unless I have command start running or can come let them out every few mins.  
 
I am comfortable with how I handle my dogs. I've never had any complaints. People need to make sure they consider their pets when taking them in the car. Take the provisions you need to help keep them comfortable. Otherwise you put them at risk.  
 
It's a good thing to review every year. Hopefully accidents can be prevented.  
 
Where I agree within reason is some people go overboard when you leave your pet in the car. I wonder if they realize their presence outside the car probably causes the pet more trauma than what they are screaming about in the first place.

Thursday sounds like a scorcher! Common sense should rule!
