Yeesh. I would say that a complaint is warranted, but perhaps it would be worth a shot to contact MBNA to inquire about what happened. At least that way you might get more information to report and you should be able to close the account again if it really has been reopened.
Credit card companies are the worst. I would love to not have a credit card but in many cases they are a necessity.
I should add that currently my only credit card is an MBNA card, since Westoba stopped doing business with their original company. Personally I haven't had any issues with them as a current cardholder. I am puzzled as to why they would reopen an account that has been closed for ten years.
