Disillusioned

My history with CFS is very strange. I have a grandchild who has one parent as an addict, one with acute alcoholism. While the addict is in and out of jail, the other has custody. The alcoholic does not give the child a stable loving home. There is homelessness, drunken abusive behaviour...
As a grandparent, I do not want to alienate the alcoholic parent. I have voiced my concerns to CFS repeatedly. They feel that unless they see it personally they don't see a problem. I know of at least 5 people who have voiced concerns, nothing. Last year the parent went on a tear that involved driving drunk with the child. CFS was called, the emergency worker did not feel there was sufficient ground to make an emergency visit. After 3 yearsCFS has yet to make a home assessment because the parent either does not open the door or ignores appointments.
CFS feels that because I am concerned that the child has a safe place to call therefore is not in danger... so sad. When that child gets older, and exhibits some of its parental behaviour, will they then get concerned???
