Should the city be trying to control aphid population?

I just finished reading an article on CKX's website about the higher than normal aphid population in the city this year. You can certainly notice it on our street, where you can walk down the sidewalk on a clear and sunny day and see what almost looks like a fine rain coming from the trees.
The article mentions that malathion has wiped out many of what are usually predators of the aphids. It goes on to quote the main reason for not spraying being that these aphids do have some good predators.
The question is, do you feel it's severe enough that the city should be looking into some sort of control that doesn't harm humans.. or is it simply a minor nuissance?
