For 4 months now their alarm goes off all day and ALL night!  
Tried the neighborly thing...knocked on the door (many times), but they never answer.  
Called bylaw more times than I can count. They said there's no proof(my word against theirs), so I have lots of video on my phone and they want me to arrange to come in and make an official statement, but they won't return my calls to tell we when to come it.  
Called the police many times They say they will come but never show up.  
 
We haven't had a decent sleep in months!  
What do I do??

Tried going to the police station and making a statement with by-law / police?

gone to the police station. Bylaw isn't returning my calls.

Suggest to go down there on your own accord and talk to someone.

Think city management needs to address bylaw officer performance - sad!

Sorry about this. I've been ignored over issues also. They want you to just go away as they wear you down by ignoring you.  
 
Email cops/bylaw/police chief, city councillors, CAO and mayor. No, it doesn't matter if "it's not their job" or their position appears to be above the situation. They work for the City of Brandon and your issue is within the city of Brandon. What you need is as many city employees as you can get to be aware of the situation. Then someone has to do something. City employees should not be ignoring the issue you have brought to their attention. The paper might be interested in your complaint. Councillors are a bit more eager to help at this time. It's an election year so anyone going in for re-election would jump to help you.  
 
Good luck. In my experience, the city ignores you if you're "nobody" but when you give them no out, they have to deal.  
 
Shake my head at the taxes we pay here and such a hard time getting assistance from the city. Ridiculous.

City and police really don’t care here in brandon. I’ve had to find my own stolen vehicles, find people who broke and entered into my friends house, had to chase drug dealers from the house across the way etc.. I’ve written personal emails to our mayor, used twitter to no avail, I have never received a single answer to anything I’ve asked always got run around at meetings. This city is terrible at helping its citizens. Police are useless here that’s for sure.

Sometimes you need to fight fire with fire. Go look around for a set horns from a much older domestic vehicle. I once replaced my horns from that of an old 38 Chev. Sounded like the Queen Mary coming into port. Today's vehicles horns don't have the stamina like the older ones. Have them changed over and later at night, after parking your car as close to them as possible. When you hear the chirp, chirp, chirp of the alarm... Roll over to your nightstand and grab your key FOB, pressing the "panic" button. Drown out that "little bird" with "bellows of the wildebeest". That should get everyone's attention. Maybe then the cops will come around. Yours will stop in a couple of minutes (if you wish). ...Theirs with hopefully still be ringing away. If they haven't changed their attitude after four months and no one want's to help resolve the problem... It's time to "step it up", creatively, with your own attitude. Just like on the Muppets... not everyone likes to listen or care of Kirmits voice but everyone remembers Animal (loud & in your face). ...That will be the same with that alarm over your horns. Drown out the high-pitched nasal "Hi-Ho everybody" with the hollers of "ANIMAL LIKE DRUMS!!!, ANIMAL PLAY DRUMS!!!" ...figuratively speaking.  
 
And you can do that all still snugged up in your bed. LOL

What part of the city do you live in? If it’s a more populated area, you’d think that more people would be complaining. Ask your neighbours if they have as hard a time sleeping as you do. Get together some of your neighbours that do hear it and make several complaints at the same time? I feel awful for you

Your solution is to turn it into a pissing contest to see who can be the biggest as*hole on the block and make the most noise? Neighbors like that make me thankful for the ones I have.

I had the same problem years ago. I called bylaw, the police did actually cruise down the street in the night, and I myself stayed up til 2 a.m. one night to see which vehicle was making the noise.  
 
In the end, I decided just to close my living room window. If nobody else on the block cared, there was no sense raising a stink.
