High Alcohol Content In Brandon Fuel

I have an inquiry in regards to achohol content in gasoline. Has anyone else noticed a very high amount of it in the gas?
A friend of mine has a flex fuel vehicle and a diagnostic tool to monitor the gasoline, and he has found sometimes extremely high measurements depending on the gasbar (in the summer, as as 50 percent). Some gasbars we''''re good, other varried between 30 and 50%. Now, everything is 50 to 80% across the board.
My main concern with this is efficiency. Achohol is not as efficient a fuel as gasoline, so higher percentages would seem detrimental to millage. Very much so over 50%. Definitely so if this is what you get when you think your saving a bit by buying this fuel at certain stations.
Another concern is non-flex fuel vehicles.
Not being able to account for the alcohol content is one problem. Another is the enhanced wear and tear on equipment which wasn''''t designed for such fuel content. A big concern with some manufacturers reportedly voiding warrantees on vehicles found to be burning E85.
I was under the impression that ethonal content was not supposed to exceed 10%. In that case, wouldn''''t such amounts be illegal?
Americans get a discount on E85 fuel. We don't.
