publis assistance in locating vehicle

At approximately 2pm on April 29, 2019. I was driving down Victoria Avenue between 18th Sreet and 26th St. when a man in a vehicle kept stopping beside us and jumped out of his vehicle to approach my vehicle. He ha done this two times. The police were called as we were driving and this gentleman followed us as we made a right turn onto 26th St heading north. We managed to lose him. However, due to the licence plate dirty, we were unable to get a plate number for the police. we believe he was driving a KIA. Please respond if you can help me.
