Incident outside clinic

So today I went to the walk in clinic on 6th street. And anyone familiar with the clinci there, there is a bit of a stoop for people to sit on. There were two little girls, I am going to say maybe 9 and 6. The youngest had no shoes on. They were alone and had a bag of groceries with them and a purse. So Mum must have been close by. As I walked by the eldest said 'excuse me' I did not think it was to me, so i kept going, she said it again so I turned. She ran up to me and tried to put a piece of paper in my scrub top pocket. I backed up and said to her: "please do not do that"
She asked why, so I replied: I do not want you to touch me or put things in my pockets. She said "IS IT BECASUE I AM AN INDIAN?"
I was FLOORED!!!
I said no, it is becasue you do not know me and I am a stranger and you are a little girl and you should not talk to stangers or touch them to stay safe.
I was stumped, was she baiting me?
Or does she actually feel this way?
And the pices of paper looked as if it was something froma magazine, those subscriptions mail aways...
I do not know what to make of this... I really really do not!
It concerns me 1 what she said and 2 she is approaching strangers and then 3 after that I was more concerned about them being alone...
