This is a serious and important ongoing topic that has very legitimate questions with further answers that are hopefully soon to come (I’ll note that according to reporting an investigation remains ongoing).
Due to the complex and sensitive subject matter, the ongoing investigation and the lack of sufficient facts so far upon which to base discussion the forums are not an appropriate place for this particular topic to be playing out at this time.
To be honest I’ve seen the ongoing social media comments on this going back to last year and while some certainly ask important questions so many go well beyond that and into a scary mix of one-liners, assumption and likely libel/defamation of various parties involved (and even some that aren't). Short of my staying here and refreshing the page every 2 minutes 24 hours a day I strongly suspect that’s where this particular topic would go here and that’s something I have never wanted this to be a platform for.
If or when any further facts become known that justify it there may be chance for discussion based on those facts, but this won’t be a medium where discussion can reasonably lead to those answers based on present state.
There are two outlets I’ve seen that are providing journalistic coverage on the topic, each having shown that they are continuing to ask questions of sources involved in the story. I’d encourage readers to follow the Brandon Sun and CBC’s ongoing coverage for more information and to know the difference between information sources such as them that are investigating and reporting and those that are merely echoing or copy/pasting media releases. The distinction doesn’t get the level of attention that it should and it’s a critical one on a complex topic like this. The copy and paste will come first but the story that goes further in making phone calls and presumably running everything through the necessary legal filter is being written in yours and my best interest as a constructive part of seeking further information.

All that said, asking questions is such an important part of the democratic process and the relationship between citizens and government. For those wishing to dialogue with their councillor on matters relating to decisions surrounding the operation of their city, councillor contact information can be found at:
