That applies very much in August when the sun is still fairly northerly - we can have as much as 1/2 hour to an hour of twilight. But in December, the sun is at it's most southern point relative to our position, and twilight is much shorter. It gets dark much quicker.
So while we can make the argument for long twilight for August, it's harder to make in December.
