HAGD, if you are a landlord then you really need to start reading up on RBT rules!
That mold is surface mold and is the responsibility of the tenant to clean up. A health inspector will tell you to clean your walls! If it was in the drywall then it becomes the problem of the landlord!
The tenant is to keep the apartment or suite clean and tidy at all times, that means cleaning the walls. That picture to me looks like something was on the outside wall, with an older building (can tell it is older from the moldings) there will not be much insulations in the walls so anything up against the walls may cause frost on the inside walls and then cause mold!
If the people did not give proper notice then the landlord has every right to want the proper rent. Move out notices have to be given BEFORE the start of a new month! They can be given in writing or verbally. Why should the landlord be out of money because someone feels they can break a lease at anytime and just leave. If the place can be rented out easy then the landlord MAY waive that and let the people leave early.
It seems weird how these things are only issues now that YOU want out but they weren't serious before so now you are just trying to be petty because you are not getting your way!
