Yes you had to make at least $5000 income last year to apply. Yes the $2000 a month is taxable and will be considered income at tax time next year! As a bookkeeper, I highly suggest anyone who get the CERB amount but would not normally make $2000 a month put the extra you get away in a savings account to help pay for the taxes when they come do! Everyone knows you don't get anything for free especially from the govt. This is a short term fix for those without an income at this moment.
Telling someone to not apply because they can't afford the taxes next year will only cause more confusion. Everyone needs money to live right now and I'm sure at tax time next year the govt possibly may be a little lenient on how fast you pay the taxes back, but it's no different then of you were working and paying taxes off your pay checks. Just ensure you put some away if it's more.
