Your bank or credit union most have a Commisioer of Oaths, I know my bank on 18th RBC has one that I've used.

I went to city hall and talked to one of the clerks who helped me out.
I first went to my bank and they will only sign document if it deals with them. I was told they stopped sign any documents that had nothing to do with the bank awhile ago.
