A surprising number of deer get injured on the rail tracks and then run or crawl off and die or are killed nearby. Sometimes, the deer are hit by vehicles and make it to the river riparian zone from either the city side or Grand Valley side. The predators and scavengers (coyotes, occasional feral dogs, foxes, birds, etc.) will then start on the carcass. Not pretty but it is nature's way.
As long as the carcass isn't a hazard (like on a roadway) or if a highly visible public area, the Animal Control Officers aren't going to remove it.
