I've been walking down by the River (Wheat City Golf Course) on the dike. I've seen a few dead deer that have clearly been food for another animal. What type of animal is killing them? I don't hear wolves howling at night but I am not sure that a coyote would take a deer down like that. Any ideas?

A coyote if big enough or 2-3 of them are more than capable of taking down a full sized deer. They have been known to take down a full grown cow if hungry enough.

A bigger sized dog can take down a deer. So a coyote could for sure.

A surprising number of deer get injured on the rail tracks and then run or crawl off and die or are killed nearby. Sometimes, the deer are hit by vehicles and make it to the river riparian zone from either the city side or Grand Valley side. The predators and scavengers (coyotes, occasional feral dogs, foxes, birds, etc.) will then start on the carcass. Not pretty but it is nature's way.  
 
As long as the carcass isn't a hazard (like on a roadway) or if a highly visible public area, the Animal Control Officers aren't going to remove it.
