covid tip line

When I reported a gathering via the tip line (if you phone the line after hours, it says to put in the tip online), I recieved a phone call about 2 weeks later. It was from an RCMP officer based in Winnipeg. He said that because of the delay between my reporting it and them getting to the complaint, there was nothing they could do. The RCMP officer advised me to call the RCMP non-emergency line. When I said that it is often not answered after hours (ie- if the police are out on a call and not in the office), he said I should call 911. I questioned him on it, saying that I was pretty sure the 911 operators would tell me it was not an emergency. But he said that if there is no answer on the non-emergency line, that is the only way the public health laws can be enforced.
The exception would be if you know the names and adresses of all persons in the gathering - then you would have to give a sworn statement to police so that they could be fined after the gathering.
