Cheapest place in town for an exchange tank. Already got a tank just need to swap out for another exchange tank. Every place charges different. I’ve seen $26 -$27 for cheapest. Any where else cheaper?

where the cheapest is, however do not just take the total price, check how much propane you are getting for your money. Many exchange tanks have less than 20 lbs of propane.

All tanks will be filled less than 20 lbs because you only fill propane cylinders to 80% capacity to allow room for expansion so they don't explode.  
 
So a 20 lbs tank should never have more than 16 lbs in it. This applies for exchange tanks and tanks you get refilled.

Propane tanks are typically not recommended to be more than 80% filled to capacity, as it expands when heat rises, therfore is more of a risk, which explains why some exchange tanks are less than 20lbs, in an effort to reduce risk during storing and transport. This will affect price for consumer at point of purchase. Having said that, I am curious why they are filled at stations to the 20lb volume. Makes no sense why the rule of thumb for 80% doesn't apply across the board.

Battlefield will refill your tank and they’re the cheapest in brandon from what I have ever found.

tank is designed to hold 20 lbs of propane. With 20 lbs of propane in what is known as a 20 lb tank, there is still the legally required expansion room. If the tank has less than 20 lbs of propane it is not full to the maximum legal level.  
The new style propane tanks have a stop fill valve to prevent over filling.
