Interesting catch.
Even if the initials do refer to those businesses it could just as easily be aspirational by the developer without anything committed by the companies. A few years ago a site plan for the same location had an outline eerily similar to a Costco… which looks unlikely for that to be the case in this latest diagram.
Fwiw, I did notice Save On featured on the new Cibc billboards in town right now. But that by itself has to be taken with a huge grain of salt, it wouldn’t be the first time a corporate mass-deployed a billboard across markets and didn’t catch that it isn’t relevant to this one. Will say that Save On are aggressively expanding in Western Canada and targeting 5-10 new stores per year as per:

On the chance CT does mean Canadian Tire… they might very well be happy and committed where they are, but worth keeping in mind that they do have other banners under their umbrella like Marks, Sport Chek, Party City... not to say that any of those necessarily have a need to relocate or build here and should be assumed planted unless proven otherwise.
Here’s a random thought that’s nothing more than a random thought and has nothing behind it to be taken any more seriously than an exercise in brainstorming. There’s a trend in malls to couple density housing with mall properties. Maybe portions of the land on the East side of 18th from the mall could be especially valuable for that kind of housing… pending a total re-think of the pedestrian mess that area is right now!
