Do these Veggie stands need to have a city license to sell their wares? Or health inspector certificate to makesure they are properly protected from the elements! Food trucks need inspection sure hope these people do as well as they are selling food products.

Yes but………. We also wash the vegetables before cooking and eating.  
So many problems in the world I am happy to get a little break cost wise.

If it's a farmer's market, yes there are rules including a permit from the province issued to the organizer (but not the individual vendors). But I'm unsure if it applies here.  
 
What they are doing is more akin to selling at the farm gate, which I think has less rules. The document for it from the province has been moved, however, and I can't find it. It would also have rules, but IDK if it required a permit. I've been under the impression the answer is no, but that's a guess.  
 
Doing business in the city... they might need a business license from the city? But that's for the city to police.  
 
But in the grand scheme of things, veggies are pretty low risk.

With all the nuclear power plant melt downs your worried about vegetables from the local farmers.

This isn't news. There's a reason why it's big business to recycle pre-1940's steel, because of the background radioactivity that has made it's way into more modern steel. We know it gets into everything. That's why we have the rules we have surrounding nuclear safety and proliferation. It's not a big cover up.  
 
Besides, you are allowed to worry about more than 1 things at a time.
